Equal Health An Educational Framework on Health Equalities for People with Learning Disabilities for all practitioners working with people with learning disabilities: a human rights-based approach

This framework has been developed to help all practitioners further develop their ability to promote health equality for people with learning disabilities. It acknowledges that people with learning disabilities have the right to access the full range of services across Scotland available to all, free from discrimination and protected from harm. It is based on Scotland’s strategy for people with learning disabilities – The Keys to Life which was published in 2013 and the Implementation Framework which followed in 2015.Both this framework and the Keys to Life Implementation Framework are grounded in human rights.

The Educational framework has four levels. They are

  1. Informed Practice level in health equalities for people with learning disabilities.
  2. Skilled Practice level in health equalities for people with learning disabilities.
  3. Enhanced Practice level in health equalities for people with learning disabilities.
  4. Specialist Practice level in health equalities for people with learning disabilities.
